Since pixels are actual individual dots that create your image you can edit the color of individual pixels without affecting the color of the pixels in a nearer proximity. This gives you the freedom of creating a unique photo out of an ordinary one. Im even using Vista 64bit right now and that comes with flash etc as well.. and of coz IE7 at 32bit.

"computed" means "obtained from an expression derived from theory"
"accepted" means the value that is used in practical applications.
The accepted value is generally obtained via experimental measurements. The experiments are typically guided by insights gleaned from the existing theories — meaning that the experimentally measured value is expected to be different from the theoretically computed value, but not too different from it.
Think of looking at a graph of a curve representing the relationship between two quantities resulting from a theoretically derived expression, then noticing the scatterplot of experimentally obtained values scattered about it.
