Your windows are jammed. They fit to tight in the rough opening. Was a foam sealant used? Has there been foundation settling? Are they frozen shut? Are they painted shut? Are they replacement windows……screws may be jamming the track? Do you know the proper procedure for tilting the window to remove the screen?
